Where are the apartments free of landlord/tenant issues in nyc?

I reside in the Bronx and in my apartment building the landlord always has a problem with heat, hot water, or just running water. Being a native new yorker for over 20 years I resided in different boroughs of nyc and seem to have the same luck here.
