Bubble around my belly on ring hole..?

The bottom part of my belly ring like the part that goes inside the bellyon it has this bubble thing and when i touch it it's kind of squishy like if i squeeze it it will pop what's wrong with it? Also how do i get it to go away with out taken the ring out please help.
